Defect "Reason for closure" presets

Currently the reason for closure box displays the same pre canned text for every user of clixifix®

Users need to manually update the free text for each defect closure if their reason for closure differs from the default option clixifix® provides

Add a field in Account Admin to be able to customise a "Reason for Closure" option so the precanned text can be changed per account.
