Add closure image option on Nomination completion

What is your challenge?

Capturing a closure image is currently done prior to sign off via the documents tab. Adding a closure image option to the nomination sign-off screen would encourage better behaviours across different user types.

How does this impact you?

Drives better behaviours for users to be encouraged to capture closing images when rectifying a problem.

Adding an "Add Image" button to the defect completion modal.
